With the text Special 1848. The grip of polished wood with ring turning. Length 18 inches. Overall GC with a few knocks to the wood. This may refer to a Special Constable of the Royal Dockyard in 1848. This year saw the Chartism riots this being one of the most active years of the Chartist movement who's aim was to influence political rights for the working class. The government enrolled special Constables and the army was put on the streets
